# How to Build an AI Agent Roadmap for an eCommerce Business (2026)

> Five phases from quick wins to advanced ops. Below 16 out of 30 readiness, do not let an agent change orders. Phase 1 is reads: WISMO and returns recommend.

An AI agent roadmap for a store is a **sequence**, not a pile of use cases. [Post 40](https://www.joinhorizon.co/blog/ai-agent-roi-ecommerce-automation-priority-2026/) ranks **which** workflow with Opportunity Score. This post ranks **when**.

The [pillar](https://www.joinhorizon.co/blog/ai-agents-for-ecommerce-15-automations-2026/) is a map, not a staffing plan. Cheap hosting tempts a 15-row Gantt. Resist it.

**The job.** Map the top three scored workflows into phases: reads first, writes only after exit gates.

**This week.** Clone [`ai-agent-roadmap-phasing.md`](https://www.joinhorizon.co/examples/architecture-blog-2026/ecommerce-ai-agents-series/ai-agent-roadmap-phasing.md). Default Q1: WISMO and returns recommend.

**A person still signs.** HITL refunds in Phase 3, PO drafts in Phase 4, and anything on the blast-radius veto list , even if the roadmap shows it in Q4.

**Skip it** when Phase 1 goldens do not exist, when readiness is under **16 out of 30**, or when every quarter is labeled "Phase 5 advanced."

> **Reproduce this:** Fill the roadmap artifact above. Score sheet: [`ai-automation-opportunity-score.md`](https://www.joinhorizon.co/examples/architecture-blog-2026/ecommerce-ai-agents-series/ai-automation-opportunity-score.md). Series folder: [`ecommerce-ai-agents-series/`](https://www.joinhorizon.co/examples/architecture-blog-2026/ecommerce-ai-agents-series/README.md).

FactualMinds is an AWS Select Tier Services Partner. Demo quarters below are a **worksheet**, not an engagement. We do not sell a 12-month autonomous-ops guarantee.

**Our take:** Phase 1 is **reads**. The PO looks late on the slide. You get volume, goldens, and a bounded blast radius.

## Five phases

```mermaid
flowchart TD
  p1[Phase1QuickWins]
  p2[Phase2Intelligence]
  p3[Phase3OperationalAgents]
  p4[Phase4CrossSystem]
  p5[Phase5Advanced]
  p1 --> p2 --> p3 --> p4 --> p5
```

| Phase | What ships | Typical workflows | Exit gate |
| ----- | ---------- | ----------------- | --------- |
| **1 Quick wins** | Read tools, one harness, goldens | WISMO, policy lookup, returns **recommend** | evidence_tool on every answer |
| **2 Intelligence** | Investigation, not writes | Daily brief, quality flags, RCA hops | Schema-constrained output |
| **3 Operational agents** | One governed write domain | Exception recommend, catalog **draft**, HITL refund | Cedar `LOG_ONLY` → `ENFORCE` |
| **4 Cross-system** | Same session, multiple systems | Order↔WMS↔helpdesk; ERP PO **draft** | Identity per audience |
| **5 Advanced** | Supervisor only if hops needed | Control tower, specialist team | Hop caps; not Swarm-by-default |

Skip a phase only if the previous **exit gate is true in production**.

## How to prioritize

| Factor | 5 looks like | Veto |
| ------ | ------------ | ---- |
| Business impact | Money, CX load, trust | Impact ≠ write permission |
| Data readiness | Joinable IDs + `asOf` | Stay in Phase 1 reads |
| Integration complexity | Named OpenAPI exists | Email 3PL → Draft only |
| Risk | Read-only or idempotent notify | Payment, ATP, live price, account |
| Automation potential | High volume, messy language | Flow already closes it |

[Readiness](https://www.joinhorizon.co/blog/ecommerce-ai-agent-readiness-assessment-2026/) tells you if Phase 3 is even legal. Below **16 out of 30, do not let it change orders**. [Maturity](https://www.joinhorizon.co/blog/ecommerce-ai-agent-maturity-model-2026/) tells you the program level. [Autonomy](https://www.joinhorizon.co/blog/ecommerce-ai-agent-autonomy-spectrum-2026/) is still per action inside a phase.

## Sample year (replace)

| Quarter | Phase | Staff | Do not |
| ------- | ----- | ----- | ------ |
| Q1 | 1 | WISMO + returns recommend | Inventory qty write |
| Q2 | 2 | Daily brief + quality monitors | Supervisor |
| Q3 | 3 | Exception agent + HITL refund | Live price Execute |
| Q4 | 4 or stop | ERP/CRM tools if APIs exist | Level 5 because of a demo |

## What broke

> **What broke:** A roadmap that listed "multi-agent control tower" in month two because it photographed well. Phase 1 goldens did not exist. **Detection:** hop cost and a duplicate delay email. **Fix:** delete Phase 5 from the year; ship WISMO; re-enter Phase 2. **Lesson:** Phase 5 comes only after the earlier exit gates are met.

## If you only do one thing

Map your top three Opportunity Score rows into phases. If PO create is in Q1, you collapsed ranking and sequencing, so move it to Phase 4 or strike it.

## For your technical lead

**On June 17, 2026**, AgentCore **Harness** reached general availability ([What's New](https://aws.amazon.com/about-aws/whats-new/2026/06/amazon-bedrock-agentcore-harness-generally-available/)). Cheap hosting tempts a 15-row Gantt.

> **AWS lifecycle notice (June 30, 2026):** Amazon Bedrock Agents Classic is in maintenance for new customers after **July 30, 2026**. Net-new agents should use [Bedrock AgentCore](https://www.joinhorizon.co/blog/amazon-bedrock-agentcore-production/). Full matrix: [lifecycle roundup](https://www.joinhorizon.co/blog/aws-service-lifecycle-updates-june-2026/).

> **First-party signals we reuse (not eCommerce outcomes):** Gateway **~180 ms → ~95 ms** ([Gateway post](https://www.joinhorizon.co/blog/amazon-bedrock-agentcore-gateway-server-side-tool-execution-2026/)). **~$791/mo at 50K sessions** platform + model ([decision guide](https://www.joinhorizon.co/blog/aws-bedrock-agentcore-vs-amazon-q-enterprise-decision-guide-2026/)). Treat **~$791/mo** as a platform cost floor, not savings. [Calculator](https://www.joinhorizon.co/tools/amazon-bedrock-agentcore-pricing-calculator/).

Harness hosts Phases 1 to 3 on a short tool list. Phase 5 supervisors export to Strands on Runtime. Same Gateway. Agents Classic is still the wrong net-new path after July 30, 2026.

## What to do this week

1. Clone [`ai-agent-roadmap-phasing.md`](https://www.joinhorizon.co/examples/architecture-blog-2026/ecommerce-ai-agents-series/ai-agent-roadmap-phasing.md).
2. Fill Opportunity Score for **which**; map the top three into phases.
3. Score [readiness /30](https://www.joinhorizon.co/blog/ecommerce-ai-agent-readiness-assessment-2026/).
4. [Monday checklist](https://www.joinhorizon.co/examples/architecture-blog-2026/ecommerce-ai-agents-series/monday-checklist.md).
5. [Contact](https://www.joinhorizon.co/contact-us/) for a sequenced year without a fake autonomous-ops date.

## An illustrative first 90 days

This is a **planning sketch**, not a delivery promise. Stores with no sandbox, no join key, or a readiness score under **16 out of 30** do not finish it. Do not paste the dates into a contract.

**Days 1 to 30: discovery.** Name one workflow. Score readiness. List the APIs and the fields the agent may see. Strip a sample of ten lookups and three must-escalate cases. If the sample does not exist, the month is not a failure. The build has not started.

**Days 31 to 60: prototype.** Read tools only, behind a policy that denies writes. Wire the sandbox. Run the golden set. Fix the join key when order id and shipment id disagree. A browser tool on every turn is out of scope.

**Days 61 to 90: pilot decision.** A reviewer uses the agent on real tickets with a person still sending anything that moves money. Compare traces to the golden set. Decide production, another month of reads, or stop. Stopping is a valid outcome.

The cost worksheet for that decision is [what an agent costs](https://www.joinhorizon.co/blog/ecommerce-ai-agent-cost-2026/). The document you send a bidder is the [RFP template](https://www.joinhorizon.co/blog/ai-agent-rfp-template-ecommerce-2026/).

## FAQ

### When should you NOT skip Phase 1 quick wins?

Skip Phase 1 only if read tools, goldens, and evidence_tool already exist in production, not in a slide. Jumping to cross-system ERP writes is how a roadmap becomes fifteen write surfaces. Default Q1: WISMO and returns recommend.

### What could go wrong if you use Opportunity Score as the roadmap?

Post 40 ranks which workflow. A high score on PO create can still be Phase 4. This post sequences when. Collapsing them staffs the expensive write first. Feasibility and blast radius still veto.

### When should you NOT put live pricing or ATP writes on the 12-month roadmap as Execute?

If readiness is under 23/30 or Cedar is not in ENFORCE with HITL over cap. Keep those rows at Recommend/Draft. A roadmap is not permission.

### What could go wrong if every quarter is "Phase 5 advanced"?

You never collect goldens. Hop caps never exist. The control tower is a dashboard with a model caption. Stay in Phase 2 or 3 until the exit gate is true.

### How do we prioritize among impact, data, integration, risk, and automation potential?

Score each 1 to 5. High impact with low feasibility waits. High automation potential that Flow already closes is a strike. Risk vetoes payment, ATP, live price, and account even when impact is 5.

### Does Harness lock us into Phase 1 forever?

No. Harness (GA June 17, 2026) hosts Phases 1 to 3 on a short tool list. Phase 5 supervisors export to Strands on Runtime. Same Gateway. Agents Classic is still the wrong net-new path after July 30, 2026.

## How the agent roadmap stays bounded

Sequence one workflow, then the next, against the same bounds.

- **Maturity:** Level 1 — conceptual
- **Risk:** low
- **Oversight:** bounded
- **Starts when:** A yearly plan for store agents is being written.
- **Tools:** This page does not grant tools. A later build still needs a named catalog, and anything unlisted stays unreachable.
- **Stops for a person:** The roadmap does not schedule unattended writes ahead of policy and a golden set.
- **Checked by:** Each phase names the workflow, the tools, and the approval. A phase without them is not a phase.
- **Untrusted data:** Platform timelines that assume every box ships on day one.
- **If it fails:** Retry a timeout at most twice. Back off on rate limits. After repeated verification failure, escalate. Stop when the budget is exhausted or a permission is denied. No unbounded loop.

Conceptual bound, not a production agent. The shared contract is the [AWS store-agent architecture](https://www.joinhorizon.co/blog/aws-ai-agents-for-ecommerce-factualminds-2026/#operating-contract).
